School districts would choose clusters of schools that stretch across all grades (K-12) where efforts to innovate and the induction of new teachers would go hand-in-hand. These schools would become an Innovation and Induction (i2) Cluster.

In some ways, these clusters would be similar to teaching hospitals in medicine, where new doctors learn their practice alongside expert doctors and where innovations in practice are routinely proposed and studied.
